GOAL #4

To advocate for available, effectively co-ordinated, accessible and responsive health services for people infected and affected by and vulnerable to HIV/AIDS.

OBJECTIVE 4.1

To advocate for health services that are designed to prevent the spread of HIV infection

1. Take actions to increase availability and accessibility of HIV-related prevention and education services throughout the Vancouver area  
  • Increased availability of health services along the continuum of care from prevention to palliative care
  • Increased access to health services by people living with HIV/AIDS and target populations
  • 2. Take actions to increase availability of comprehensive acute and community-based addictions care and follow-up
  • Increased availability of recovery houses that accept people on methadone
  • Increased availability of residential treatment centres for people on methadone and multi-diagnosed individuals
  • Service delivery standards in place for recovery houses
  • 3. Take actions to improve access to primary care physicians for injection drug users  
    4. Take actions to increase availability of detox beds and shelter environments
    5. Take actions to improve access to comprehensive addiction maintenance programs for injection drug users
  • Increased number of injection drug users on methadone
  • Improved management of HIV, addiction and TB medication
  • Increased number of alternative harm reduction strategies available for IDUs

    OBJECTIVE 4.2

    To advocate for health services that are designed to maintain, improve and restore the health and functioning of people infected and affected by and vulnerable to HIV/AIDS

    1. Take actions to improve access to HIV/AIDS-related transitional services for newly incarcerated individuals  
  • Increased availability of health services along the continuum of care from prevention to palliative care
  • Increased access to health services by people living with HIV/AIDS and target populations
  • 2. Take actions to increase the availability, accessibility and appropriateness of long term care facilities for people infected/affected by HIV/AIDS
  • Co-ordinated respite and transition care provided by appropriately trained staff
  • Increased respite and palliative care for women and children infected/affected by HIV/AIDS
  • Increased long-term care for people infected/affected by HIV/AIDS who are not at the palliative stage
  • Increased facilities and services for people living with multiple diagnoses and their families
  • 3. Take actions to improve access to medication management education and support for people infected/affected by HIV/AIDS  
    4. Take actions to improve nutritional health of target populations and people infected/affected by HIV/AIDS
  • Increased access to dietitians and registered nutritionists
  • Increased availability of safe, supportive and nutritious food service programs
  • Nutritional supplements covered under public and private health plans
  • HIV/AIDS nutritional guidelines widely adopted by service providers and people infected/affected by HIV/AIDS

    To advocate for health services that address the gaps and avoid unnecessary duplication in prevention, care, treatment and support for people infected and affected by and vulnerable to HIV/AIDS

    1. Take actions to support V/RHB in creating integrated, interdisciplinary community health teams and health service sites  
  • Increased use of recognized best practices in health service design and delivery by health service providers
  • 2. Take actions to support V/RHB in developing a palliative care plan that reflects a continuum of service and respect for individual choice to address the needs of people infected/affected by HIV/AIDS 3. Take actions to support V/RHB in developing mental health and addictions prevention and treatment plans to address the needs of target populations and people infected and affected by HIV/AIDS  
    4. Take actions to support increased co-ordination between federal, provincial, regional and municipal health authorities to address the needs of target populations and people infected/affected by HIV/AIDS  

    OBJECTIVE 4.4

    To advocate for health services that are client-centred, culturally sensitive and accessible to all people infected and affected by and vulnerable to HIV/AIDS

    1. Take actions to increase availability of health care alternatives from a wide range of cultural perspectives  
  • Increased involvement in service design, delivery and evaluation by people living with HIV/AIDS and by target populations
  • 2. Take actions to increase availability of HIV/AIDS-related culturally sensitive, multilingual, LGBT-friendly service in hospitals and health care organizations  
    3. Take actions to educate health service providers about the changing epidemiology of HIV/AIDS and concurrent diseases  
    4. Take actions to encourage community-based research for and by First Nations groups and other communities affected by HIV/AIDS  
    5. Take actions to ensure the removal of barriers to the participation of target populations in clinical trials
  • Develop recruitment strategies to encourage participation of HIV-positive drug users in clinical trials
