GOAL #1

To help create living and working conditions which maximize the health and well-being of people infected and affected by and vulnerable to HIV/AIDS.

Strategies in bold are priority strategies. The purpose of priority strategies is to focus the efforts of VHACCC over the next three years. The priority strategies are not intended to replace the other strategies. VHACCC will implement the other strategies as time and resources permit.

OBJECTIVE 1.1

To help provide an adequate income for people infected and affected by and vulnerable to HIV/AIDS

1. Take actions to ensure income support measures better meet actual living costs in Vancouver for target populations and people infected/affected by HIV/AIDS
  • Income replacement available for partners and family members who leave work to care for ill individuals
  • Increased levels of income assistance for people infected and affected by and vulnerable to HIV/AIDS

    2. Work with Human Resources Canada to change the Canada Pension Plan to allow those designated as disabled due to HIV/AIDS status to re-enter the work force when their health permits, without losing their disabled designation.  
    3. Work with the BC Ministry of Social Development and Economic Security to ensure Schedule C responds to the changing needs of target populations and people infected/affected by HIV/AIDS  

    OBJECTIVE 1.2

    To help strengthen the social support networks of people infected and affected by and vulnerable to HIV/AIDS

    1. Take actions to create opportunities and safe spaces for healthy social participation for target populations and people infected/affected by HIV/AIDS
  • Increased participation in volunteering, education, peer support activities
  • Increased participation in healthy social support networks by people infected and affected by and vulnerable to HIV/AIDS
  • 2. Take actions to promote inter-agency coordination and standards of service delivery to provide enhanced social support opportunities  
    3. Take actions to reduce barriers to social support

     

     

    OBJECTIVE 1.3

    To help provide educational opportunities for people infected and affected by and vulnerable to HIV/AIDS

    1. Take actions to improve availability and accessibility of formal education programs for target populations and people infected/affected by HIV/AIDS  
  • Increased access to educational opportunities for people infected and affected by and vulnerable to HIV/AIDS
  • 2. Take actions to ensure income security during transition to education for target populations and people infected/affected by HIV/AIDS  
    3. Take actions to ensure the formal education system safely accommodates gay, lesbian, bisexual, transgendered and Two-spirit youth  
    4. Take actions to develop education programs for gay, lesbian, transgendered and Two-spirit youth who have dropped out of the formal education system  

     

    OBJECTIVE 1.4

    To help address the unemployment, underemployment and working conditions of people
    infected and affected by and vulnerable to HIV/AIDS

    1. Take actions to have workplace policies on HIV/AIDS broadly adopted by employers whose health has stabilized
  • Hiring policies in place for HIV-positive individuals
  • Return to work policies in place for people infected/affected by HIV/AIDS
  • Increased access to training/re-training for people infected and affected by and vulnerable to HIV/AIDS
  • Increased rate of entry/re-entry to workplace for people infected and affected by and vulnerable to HIV/AIDS
  • Increased safety, security and fairness in the workplace for people infected and affected by and vulnerable to HIV/AIDS
  • 2. Take actions to have the BC Ministry of Social Development and Economic Security review its return to work policy  
    3. Take actions to improve access to employment training and rehabilitation for target populations and people infected/affected by HIV/AIDS  
    4. Take actions to improve income security during transition to and from work for people infected/affected by HIV/AIDS
  • Enhanced disability benefits under BC Benefits, Schedule C and CPP

    OBJECTIVE 1.5

    To help address negative factors in the natural and human-built environment of people infected and affected by and vulnerable to HIV/AIDS

    1. Take actions to increase the availability and accessibility of safe, affordable and appropriate housing for target populations and people infected/affected by HIV/AIDS
  • Increased funding for portable housing subsidies
  • Existing housing stock is retrofitted to accommodate needs of target populations and people affected by HIV/AIDS
  • Continuum of housing includes independent living, transition and supportive housing, long-term and palliative care
  • HIV-positive people are integrated into the general housing population
  • Increased availability of affordable and appropriate housing for people infected and affected by and vulnerable to HIV/AIDS
  • Increased housing security for people infected and affected by and vulnerable to HIV/AIDS
  • 2. Take actions to improve housing options for Aboriginal peoples infected/affected by and vulnerable to HIV/AIDS

    3. Take actions to improve support services and standards of service delivery in non-traditional housing
